The improvement of employment support system to guarantee the labor rights of people with psychiatric disabilities

Abstract
The employment rate of people with psychiatric disabilities is very low, accounting for 1/5 of the total population and 1/3 of the total disabled population. For the people with psychiatric disabilities, who were in the blind spot of welfare support, the importance of employment support system for people with disabilities has been emphasized since the abolition of Article 15 of the Disabled Welfare Act. Therefore, this study was intended to suggest ways to improve the employment support system for people with disabilities to guarantee the labor rights of the people with psychiatric disabilities. To this end, focus group interviews were conducted with persons with psychiatric disabilities, family, vocational rehabilitation experts, and employment experts. As a result of the analysis, 7 themes for the difficult working environment and 8 themes for institutional improvements were derived.
Based on the results, in order to guarantee the labor rights of people with psychiatric disabilities, it was proposed to, strengthen the reasonable accommodation under the Anti-Discrimination Act, strengthen human support as a reasonable accommodation , institutionalize peer support as a specialized job, strengthen training to raise awareness in the workplace, to include people with psychiatric disorders in the criteria for disabilities.
